The overview

What owners are dealing with

You bought a Volvo XC60 because the badge means something. Five-star safety ratings. Scandinavian engineering. A company that has been telling the world 'safety is not a feature, it is a promise' since 1959. You paid $45,000 to $65,000 for that promise. Instead, many 2018-2026 XC60 owners have spent hundreds of hours at dealerships chasing a maddening parade of recalls and defects that touch almost every system in the vehicle: the brakes, the steering, the engine, the transmission, the safety technology, and the infotainment system that Volvo uses to project its premium image.

The 2nd-generation XC60 arrived on the SPA platform in 2018 as one of the most anticipated luxury compact SUVs of the decade. It won the 2018 World Car of the Year. Its T6 twin-charged engine (a supercharger and turbocharger working in tandem) promised effortless performance. Pilot Assist promised a window into the autonomous future. Sensus Connect promised a smooth digital cockpit.

The reality has been more complicated. Volvo has issued twelve NHTSA recalls on the 2018-2026 XC60 ICE-Gas model alone, touching seat fasteners (twice), brake hydraulics (three separate campaigns), the AEB and ESC systems, steering gear, wiper arms, fuel pump, telematics, and rearview camera. The T6 Drive-E engine is at the center of a federal class action (Vass v. Volvo Cars of North America) alleging defective piston rings that cause abnormal oil consumption. The Sensus infotainment system is the most-filed owner complaint in NHTSA's database for this model: frozen screens, black displays, rebooting mid-drive.

None of this means the XC60 is a bad car. For many owners, it has been exactly what the brochure promised. But for others, the car has been a source of repeated dealer visits, unanswered questions, and the quiet realization that 'recall-covered' is not the same as 'fixed.' If your XC60 has been to the dealer multiple times for any of the issues documented on this page, you may have rights under California's lemon law that Volvo has not told you about.

Electrical System:Software RecallFunctional2018-2019
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 18V800 addresses a software error in the Vehicle Connectivity Module (VCM) that disables telematics and driver-support systems including the Volvo on Call emergency call feature. Under Song-Beverly, a Volvo warranty vehicle that has returned to a dealership for this recall update — and subsequently experiences recurrence of connectivity or driver-support failures — may qualify for relief. The telematics disruption also disabled the eCall feature required to summon emergency services, which elevates the legal weight of the nonconformity beyond a purely functional concern.

Typical fix

Volvo will notify owners, and dealers will correct the software, free of charge. The recall began December 26, 2018. Owners may contact Volvo customer service at 1-800-458-1552. Volvo's number for this recall is R39917.

Exterior Lighting FailureSafety2018-2019
Symptoms

tail light out; exterior light warning; reduced rear visibility

Why it matters for your claim

Recall 19V046 addresses tailgate lifting arms that may separate from the vehicle under cold-temperature operation, posing a direct safety risk to persons behind the vehicle and potentially causing sudden loss of rear closure integrity while driving. Under Song-Beverly, a structural safety recall that required multiple dealer visits for inspection or repair — or where the lifting arm failed before or after the recall remedy — strongly supports a lemon-law claim. California courts weigh structural safety defects heavily in substantial-impairment analysis.

Typical fix

Volvo has notified owners, and dealers will replace the tailgate lift arms with an improved designed, free of charge. The recall began May 14, 2019. Owners may contact Volvo customer service at 1-800-458-1552. Volvo's number for this recall is R89910.

Seat / Seat Fastener Defect — Recall 19V220 (2018-2019)Safety2018-2019
Symptoms

driver seat cushion loose; seat fastener recall; seat may not stay secured

Why it matters for your claim

Recall 19V220 addresses missing front seat rail flange nuts that may prevent the seat from remaining secured in a crash. A seat that cannot anchor occupants in a collision event poses catastrophic personal injury risk and is a core safety recall under FMVSS. Under Song-Beverly, 2018-2019 XC60 owners who experienced delay in recall notification, required multiple dealer visits for inspection, or encountered symptoms of seat movement prior to remedy may have a lemon-law claim grounded in the vehicle's failure to conform to its safety warranty during the warranty period.

Typical fix

Volvo will notify owners, and dealers will inspect the front seat rails for missing flange nuts, installing them as necessary, free of charge. The recall began May 7, 2019. Owners may contact Volvo customer service at 1-800-458-1552. Volvo's number for this recall is R19931.

Brake System Defect — AEB Non-Engagement, Recall 20V144 (2019-2020)Safety2019-2020
Symptoms

brake pedal problem; reduced braking; unexpected braking; brake warning light

Why it matters for your claim

Recall 20V144 addresses an ASDM software/hardware incompatibility that prevents the Automatic Emergency Brake (AEB) system from detecting obstacles and engaging as intended. AEB failure in an emergency scenario can result in a collision that would otherwise be avoided, making this a direct safety nonconformity. Under Song-Beverly, owners who had the ASDM software updated under this recall and subsequently experienced AEB malfunctions, Pilot Assist faults, or related active-safety system failures have a strong basis for a lemon-law claim — the active safety system is central to the vehicle's warranted capability.

Typical fix

Volvo will notify owners, and dealers will update the Active Safety Domain Master (ASDM) software, free of charge. The recall began April 9, 2020. Owners may contact Volvo customer service at 1-800-458-1552. Volvo's number for this recall is R29998.

Visibility:Windshield Wiper/Washer:Linkages RecallSafety2018-2020
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 20V503 addresses insufficiently tightened wiper arm nuts that may cause the front windshield wipers to malfunction or fail during rain, directly impairing driver visibility and creating collision risk. Under Song-Beverly, wiper system failure constitutes a safety nonconformity. Any 2018-2020 XC60 owner who experienced wiper slippage, noise, or failure before or after the recall fix — or who required additional dealer visits for wiper-related symptoms — can document a 'reasonable number of repair attempts' under Cal. Civ. Code §1793.2(d).

Typical fix

Volvo Car will notify owners, and dealers will tighten the nuts holding the front windshield wiper arms in position, free of charge. The recall began September 29, 2020. Owners may contact Volvo Car customer service at 1-800-458-1552. Volvo Car's number for this recall is R10044.

Low-Pressure Fuel Pump Failure - Stall or No-Start RiskDrivability/Reliability2019-2020
Symptoms

engine stalls while driving; vehicle will not start; loss of power; fuel pump recall

Why it matters for your claim

Recall 21V414 addresses a low-pressure fuel pump fuse that may blow and cause engine stall or no-start. A stall condition while driving at speed constitutes a safety nonconformity; a no-start condition substantially impairs use and value. Under Song-Beverly, 2019-2020 XC60 owners who experienced a fuel pump stall or no-start before receiving the recall remedy, or who had persistent fuel system symptoms after fuse replacement, have grounds for a lemon-law claim. The vehicle's failure to reliably start or sustain engine operation during the warranty period satisfies the Song-Beverly standard of substantial impairment of use.

Typical fix

Dealers will replace the fuse, free of charge. Owner notification letters were mailed July 2, 2021. Owners may contact Volvo Car customer service at 1-888-458-1552. Volvo Car's number for this recall is R10100.

Brake System Defect — Hydraulic Unit Rotor/Shaft Weld Failure, Recall 21V716 (2020-2021)Safety2020-2021
Symptoms

brake pedal problem; reduced braking; unexpected braking; brake warning light

Why it matters for your claim

Recall 21V716 addresses an improperly welded rotor and shaft within the integrated brake hydraulic unit that may separate, causing partial or complete loss of brake assist. This is among the highest-severity braking defects in the XC60's recall history: brake assist failure at highway speed or in emergency braking scenarios can result in dramatically extended stopping distances. Under Song-Beverly, 2020-2021 XC60 owners who experienced brake pedal abnormalities, brake system warning lights, or soft pedal feel before receiving the hydraulic unit replacement remedy should document those repair visits — two or more brake-related visits during the warranty period creates strong lemon-law standing.

Typical fix

Dealers will replace the hydraulic unit, free of charge. Owner notification letters were mailed October 22, 2021. Owners may contact Volvo Car customer service at 1-888-458-1552. Volvo Car's number for this recall is R10120.

Steering Defect - Increased Steering Effort or Sticky SteeringSafety2019-2022
Symptoms

sticky steering; steering wheel feels stuck; increased steering effort; steering recall

Why it matters for your claim

Recall 23V001 addresses double-assembled screws in the steering gear that can fall into the gearbox housing and cause increased steering effort or sticky steering. Sudden steering resistance or loss of steering response at any speed is a safety-critical nonconformity under Song-Beverly. Owners of 2019-2022 XC60 vehicles who noticed heavy, sticky, or intermittently unresponsive steering before receiving the steering gear replacement remedy should preserve all related repair orders, as these document the nonconformity during the warranty period. Two or more dealer visits for steering concerns positions the owner for a lemon-law claim under Cal. Civ. Code §1793.2(d).

Typical fix

Dealers will replace the steering gear, free of charge. Owner notification letters are expected to be mailed March 1, 2023. Owners may contact Volvo Car's customer service at 1-800-458-1552. Volvo Car's number for this recall is R10213.

Brake System Defect — BCM2 Software Disables ABS/ESC/Traction Control, Recall 23V012 (2023)Safety2023
Symptoms

brake pedal problem; reduced braking; unexpected braking; brake warning light

Why it matters for your claim

Recall 23V012 addresses a Brake Control Module 2 (BCM2) diagnostic error that deactivates the ABS, Electronic Stability Control, and traction control systems simultaneously, removing three interdependent active safety systems at once. Loss of ESC and ABS in wet, icy, or emergency-braking conditions significantly increases crash risk. Under Song-Beverly, 2023 XC60 owners who experienced illumination of brake or stability warning lights, or reduced braking performance before the OTA BCM2 software update, have documented a safety nonconformity during the warranty period. If the warning lights returned after the OTA update, a second repair attempt is established and lemon-law standing is strong.

Typical fix

Volvo will release an over-the-air (OTA) BCM2 software update, free of charge. Owner notification letters are expected to be mailed March 15, 2023. Owners may contact Volvo Car customer service at 1-800-458-1552. Volvo Car's number for this recall is R10217.

Electrical System RecallFunctional2023
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 23V188 addresses a false 'e-Call Service Required' warning caused by a diagnostic trouble code error in the TCAM module. While the false warning does not directly impair driving, it does disable the emergency call system that Volvo warrants as a safety feature. Under Song-Beverly, 2023 XC60 owners who had the TCAM software updated under this recall and subsequently experienced persistent warning messages or e-call system faults should document those dealer visits. If the warning recurred after the software update, the repeat repair pattern establishes the foundation for a lemon-law claim.

Typical fix

Dealers will update the telematics and connectivity antenna module (TCAM) software, free of charge. Owner notification letters are expected to be mailed May 16, 2023. Owners may contact Volvo Car's customer service 1-800-458-1552. Volvo Car's number for this recall is R10225.

Rearview Camera / Display FailureSafety2022-2025
Symptoms

backup camera blank; screen goes black in reverse; rearview camera distorted

Why it matters for your claim

Recall 25V282 addresses rearview camera failure that prevents the backup image from displaying when the vehicle is placed in Reverse. Federal law (FMVSS 111) mandates a functioning rearview camera on 2018+ vehicles, making camera failure a statutory safety nonconformity. Under Song-Beverly, 2022-2025 XC60 owners who experienced backup camera blackout before or after the dealer/OTA software update — particularly owners whose camera issue required multiple correction attempts — have a documented safety nonconformity during the warranty period and are well-positioned for a lemon-law claim under Cal. Civ. Code §1793.2(d).

Typical fix

The software will be updated by a dealer or through an over-the-air (OTA) update, free of charge. Owner notification letters were mailed June 27, 2025. Owners may contact Volvo Car customer service at 1-800-458-1552. Volvo Car's number for this recall is R10320.

Seat / Seat Fastener Defect — Recall 25V818 (2018, 2025)Safety2018, 2025
Symptoms

driver seat cushion loose; seat fastener recall; seat may not stay secured

Why it matters for your claim

Recall 25V818 addresses improperly tightened front seat bolts that may result in a loose seat unable to properly restrain an occupant in a collision. This is a structural safety nonconformity: a seat that cannot remain secured in a crash directly impairs occupant protection. Under Song-Beverly, 2018 and 2025 XC60 owners who experienced seat movement, noise from the seat rail, or who received this recall and previously received the earlier seat-fastener recall (19V220, iss-03) on the same vehicle should consult an attorney — repeat seat-safety defects on the same model over seven years demonstrate systemic failure of a critical safety system.

Typical fix

Dealers will tighten the front seat bolts, free of charge. Owner notification letters were mailed December 17, 2025. Owners may contact Volvo's customer service at 1-800-458-1552. Volvo's number for this recall is R10345. Vehicle Identification Numbers (VINs) involved in this recall will be searchab

Sensus Infotainment System Freeze / Black Screen — Software Instability (All 2018-2021)Functional2018-2021
Symptoms

center display goes black and won't respond; Sensus screen freezes mid-drive; touchscreen unresponsive for several minutes; radio cuts out and screen reboots; infotainment restarts while driving; navigation crashes and loses route; backup camera doesn't appear after putting car in reverse because screen is frozen; Apple CarPlay or Android Auto disconnects repeatedly; display stays black for entire trip

Why it matters for your claim

Repeated Sensus freeze events that require multiple dealer visits without a lasting fix satisfy the Song-Beverly 'reasonable number of repair attempts' standard, particularly where Volvo has acknowledged the defect via TSB and issued software updates that fail to permanently resolve the condition. Under Cal. Civ. Code §1793.2(d), a nonconformity that substantially impairs the vehicle's use — including loss of backup camera, navigation, and safety-system displays — supports a lemon-law buyback claim if the dealer has attempted repair two or more times without success.

Typical fix

Volvo SOTA software update via connected vehicle OTA or dealer USB flash. If freeze recurs after two or more update cycles, dealer may replace the infotainment head unit. Some owners report improvement with updated Android/iOS versions in CarPlay/Android Auto.

T5/T6 Drive-E Excessive Engine Oil Consumption — Piston Ring Defect (Class Action Vass v. Volvo)Drivability/Reliability2018-2020
Symptoms

engine burns through a quart of oil every 1,000 to 2,000 miles; low oil warning light illuminates between oil changes; blue smoke from exhaust especially on startup or deceleration; spark plugs fouled with oil deposits; dealer says 'oil consumption is normal' but owner is adding oil every few weeks; check engine light with oil-related fault codes; catalytic converter damage from oil burning

Why it matters for your claim

An engine that consumes oil at a rate requiring owner top-offs between service intervals is a nonconformity that substantially impairs the vehicle's use and value under Song-Beverly. Owners whose dealers have completed multiple oil consumption tests and ECM updates without resolving the defect — or whose dealers have dismissed the issue by citing Volvo's 'acceptable' consumption threshold — may have strong lemon-law claims. The class action (Vass v. Volvo) establishes that Volvo had pre-sale knowledge of the defect, strengthening the warranty concealment argument under Cal. Civ. Code §1793.2.

Typical fix

Engine control module (ECM) software update as first step per TSB. Volvo's warranty protocol requires three oil-level checks over 3,000 miles to document consumption rate. If consumption exceeds threshold, piston ring and/or short-block replacement under powertrain warranty. Class-action settlement terms (as of 2024) may provide additional remedies for affected owners.

Aisin AWF8F35 8-Speed Transmission — Harsh Upshift, Shudder at Highway Speed, Delayed EngagementDrivability/Reliability2018-2022
Symptoms

transmission shudders or vibrates at 35-50 mph when accelerating; harsh clunk when shifting from 1st to 2nd gear; jerky or rough upshift during light acceleration; transmission hesitates or lurches when selecting Drive from Park; shaking feeling through the seat and steering wheel at steady highway speed; feels like the car is running over rumble strips on a smooth road; delay before car moves after putting it in Reverse

Why it matters for your claim

Transmission shudder that persists after multiple TCM software updates and fluid services is a Drivability/Reliability nonconformity under Song-Beverly. Owners who have returned the vehicle to the dealer two or more times for the same shudder complaint — with the symptom documented on repair orders — are positioned to file a lemon-law claim if the defect remains unresolved. California courts have found that vibration or shudder impairing the comfortable operation of the drivetrain constitutes substantial impairment under Cal. Civ. Code §1793.2(d).

Typical fix

TCM software update (dealer programming required). ATF drain-and-fill with Aisin-approved transmission fluid (Toyota WS or equivalent). If shudder persists after software and fluid service, valve body or torque converter replacement may be required.

Pilot Assist Phantom Braking — Unintended Deceleration at Highway Speed (ADAS Software)Safety2018-2021
Symptoms

car suddenly slams on brakes on the highway for no reason; Pilot Assist activates full braking without any obstacle ahead; car decelerates sharply when passing under an overpass; sudden braking when changing lanes while adaptive cruise is active; Pilot Assist disengages and applies brakes at shadows on road; near rear-end collision caused by Pilot Assist braking; warning chime sounds and car brakes hard in highway construction zone

Why it matters for your claim

An ADAS system that applies emergency braking without a real obstacle creates substantial impairment of safety — the vehicle's most fundamental warranty promise. Owners who experience phantom braking after receiving an ASDM software update, or who return to the dealer a second time for the same event, have documented the 'reasonable number of repair attempts' element of a Song-Beverly claim. The potential for a rear-end collision caused by the phantom brake event also supports the argument that the nonconformity poses a safety risk justifying expedited resolution under Cal. Civ. Code §1793.2(d).

Typical fix

Update Active Safety Domain Master (ASDM) software to latest version (dealer or OTA). Verify camera alignment and radar sensor mounting. If phantom braking persists after software update, inspect forward camera for damage or moisture intrusion.

CleanZone HVAC Musty Odor / Burning Smell — Evaporator Contamination or Blower Motor FaultFunctional2018-2023
Symptoms

musty or mold smell from air vents when AC turns on; rotten smell when first starting the car after it has been sitting; burning plastic smell from heater or AC vents; CleanZone system shows 'Service Required'; reduced airflow from vents; HVAC blower making loud grinding or rattling noise; smell gets worse in humid weather or when switching from heat to AC

Why it matters for your claim

While odor complaints alone may not establish substantial impairment, a burning smell from the HVAC system paired with reduced airflow can indicate a blower motor defect that impairs the vehicle's climate and defrost systems. If the blower failure causes loss of defroster functionality in a California winter, or if the burning smell requires multiple dealer visits without resolution, the defect may support a lemon-law claim under the 'use and value' impairment standard of Song-Beverly Cal. Civ. Code §1793.2(d).

Typical fix

Replace cabin air/CleanZone filter; clean evaporator core with antimicrobial treatment. If burning smell: inspect blower motor and resistor for heat damage; replace blower assembly as needed. Clear CleanZone service reminder after filter replacement.

Premature Front Brake Pad and Rotor Wear — Seized Caliper Guide PinsSafety2018-2022
Symptoms

front brake pads worn out before 25,000 miles; brakes squeal or grind earlier than expected; steering wheel vibrates when braking; car pulls to one side when braking; burning smell after driving that goes away when stopped; dealer says brakes need replacement at first oil change; front wheel gets extremely hot after short drives

Why it matters for your claim

Brake pad and rotor wear caused by a manufacturing defect — seized guide pins rather than driver behavior — is a warranty nonconformity under Song-Beverly, not a maintenance exclusion. Owners who return for repeated premature brake wear, or whose dealers blame driving habits without inspecting guide pins, should document every brake service on repair orders. Two or more warranty brake replacements within 30,000 miles on the same axle — when the root cause is a caliper defect, not driver behavior — supports a lemon-law claim.

Typical fix

Inspect front caliper guide pins for corrosion; clean, lubricate, or replace. Replace worn pads and rotors as needed. Inspect rear caliper guide pins as well. Annual guide-pin lubrication service recommended in salt-belt states.

Panoramic Sunroof Rattle at Highway Speed / Drain Tube Clog and Water IntrusionFunctional2018-2022
Symptoms

sunroof rattles or vibrates loudly above 60 mph; wind noise from sunroof that won't go away with sunshade closed; water dripping from headliner or A-pillar after rain; wet carpet or floor mats after rainstorm; mold or mildew smell inside cabin after wet weather; electrical problems after water intrusion (seat modules, junction box); sunroof makes popping sound when opening or closing

Why it matters for your claim

Water intrusion through a defective sunroof drain system can trigger cascading electrical failures, converting what begins as a Functional issue into a Drivability/Reliability or Safety concern. If a dealer has cleared drain tubes and the water intrusion recurs, or if water damage to electrical modules requires multiple replacements, the repeat-repair pattern under Song-Beverly supports a lemon-law claim. California courts have found that structural defects allowing water intrusion — particularly when they damage wiring or safety electronics — satisfy the 'substantial impairment' standard under Cal. Civ. Code §1793.2(d).

Typical fix

Rattle: re-torque sunroof frame mounting hardware; replace degraded frame seals. Water intrusion: clear all four drain tubes with compressed air or Volvo drain-clearing tool; inspect headliner and A-pillar for moisture damage; replace damaged electrical modules if water intrusion is confirmed.

T6 Twin-Charged Engine — Supercharger Belt Failure or Turbocharger Boost LossDrivability/Reliability2018-2020
Symptoms

sudden loss of power or acceleration while driving; check engine light on with turbo or boost-related fault code; engine sounds different — whining noise from engine bay; car feels slow or sluggish even with pedal to the floor; supercharger belt breaks or shreds; loss of boost pressure warning on driver display; reduced engine power message appears

Why it matters for your claim

A sudden loss of engine power on a highway on-ramp or merge — caused by supercharger belt failure or turbo failure — creates a real safety hazard and constitutes substantial impairment of the vehicle's use under Song-Beverly. T6 owners who experience forced-induction failure within the powertrain warranty period, particularly when combined with the documented oil consumption defect that may contaminate the supercharger belt, should document every related repair order. Multiple visits for loss-of-power symptoms on the same component system support a lemon-law claim under Cal. Civ. Code §1793.2(d).

Typical fix

Inspect supercharger belt condition and tension; replace belt and idler/tensioner assembly if wear or cracking is evident. Diagnose turbocharger wastegate/VGT actuator for fault codes; replace turbocharger if internals are damaged. Check for oil contamination of supercharger belt from upstream oil consumption — address oil consumption root cause concurrently.

Your rights in California

The Song-Beverly Act protects you

California's Song-Beverly Consumer Warranty Act is the strongest lemon-law statute in the United States, and it applies directly to the defects documented on this page for 2018-2026 XC60 owners who purchased or leased their vehicle in California.

WHAT QUALIFIES: A 'lemon' under Song-Beverly is a new vehicle with a warranty defect that substantially impairs its use, value, or safety — and that the manufacturer or its dealers have been unable to repair after a reasonable number of attempts. For the XC60, the following documented defects are strong candidates: (1) Brake system failures covered by Recalls 20V144, 21V716, and 23V012 — any of which substantially impair safety; (2) Sensus infotainment freeze where the backup camera is disabled and the condition recurs after software updates; (3) T6 engine oil consumption where the dealer has performed two or more oil consumption tests without resolving the defect; (4) Transmission shudder that persists after TCM update and ATF service; and (5) Pilot Assist phantom braking after an ASDM update.

HOW MANY ATTEMPTS: California's rebuttable presumption triggers at two or more repair attempts for a defect likely to cause death or serious injury (the brake recalls, steering recall, and seat fastener recalls qualify), or four or more attempts for other serious defects, or 30 cumulative days out of service. These are presumptions — not requirements. Your attorney may argue for relief with fewer attempts depending on the severity of the defect.

WHAT YOU CAN GET: Volvo must offer a replacement vehicle or a full refund of your purchase price (including down payment, monthly payments, registration fees, and incidental costs) minus a mileage offset for miles driven before the first repair attempt. In cases of willful violation — such as Volvo denying a known oil-consumption defect under TSB — California allows civil penalties of up to two times the actual damages.

ATTORNEY FEES: Under Song-Beverly, the manufacturer pays your attorney fees if you prevail. You do not need money upfront to pursue a lemon-law claim against Volvo in California.

Do this

If the dealer says they can't duplicate it

“Could not duplicate” doesn't mean the defect isn't real. Here's exactly what to do to protect a potential California lemon-law claim.

  1. 1

Document the moment it happens. Photos, video, and screenshots of any warning lights — with the date and the mileage.

  2. 2

Get a repair order every visit — even “found nothing.” That paperwork is the foundation of a claim.

  3. 3

Check your VIN at nhtsa.gov/recalls. Note any recall that has no available remedy yet.

  4. 4

Track your out-of-service days. California law counts the cumulative days your vehicle spends in the shop.

  5. 5

Keep loaner & rental records. Alternate-transport paperwork during long repairs matters.

  6. 6

Save everything in one place. Symptoms, dates, repair orders, and every repeat visit — the intermittent ones especially.

For your Volvo XC60 specifically

Volvo dealers who say 'cannot duplicate' on XC60 complaints are citing a genuine diagnostic challenge — the Sensus freeze, Pilot Assist phantom braking, and transmission shudder all occur intermittently and may not reproduce on a short dealer test drive. Here is what to do:

1. WRITE IT DOWN BEFORE YOU GO. The moment you experience a symptom, note the date, mileage, ambient temperature, speed, and road conditions. For Sensus freeze: note whether CarPlay or Android Auto was connected. For Pilot Assist phantom braking: note whether you were using adaptive cruise and the posted speed limit. For shudder: note the speed range (35-50 mph) and acceleration load (light, medium, or hard throttle). Your written log is evidence.

2. RECORD IT. Use your phone to capture video of frozen screens, warning lights, or the shudder vibrating the cabin. For Sensus freezes: take a video of the black or frozen screen with the speedometer visible. For brake or Pilot Assist events: note if any DTC was stored — ask the dealer to pull all stored fault codes, not just current ones.

3. DEMAND FAULT CODE EXTRACTION BEFORE THE RESET. For Pilot Assist phantom braking and brake system warnings, the ASDM, BCM2, and Pilot Assist control module log event data. Insist in writing (on your repair order) that the dealer extract and print all stored and pending DTCs before performing any software update or reset. A software update that clears codes without preserving them erases your evidence.

4. ASK FOR VOLVO CAR USA TECHNICAL ASSISTANCE (TA). If the dealer cannot duplicate a recurring Sensus or ADAS complaint after one visit, you can ask the service advisor to open a Volvo Technical Assistance case. The TA reference number belongs on your repair order. This creates a record at the OEM level that the dealer has sought guidance.

5. OWN YOUR REPAIR ORDERS. Request a copy of every repair order at every visit. The repair order must state your complaint in your words, not the dealer's interpretation. If the dealer writes 'no fault found,' ask them to add: 'customer reports [specific symptom] — unable to duplicate during test drive; no stored DTCs at time of inspection.' That language preserves your account while acknowledging the dealer's limitation.

6. TRACK THE 30-DAY COUNTER. California's lemon law counts days your vehicle is out of service for warranty repair. Keep a log of every drop-off and pick-up date. After 30 cumulative days out of service — or after two or more visits for the same defect that substantially impairs safety, use, or value — contact a lemon-law attorney.

Our take

The 2018-2026 Volvo XC60 is a genuinely excellent vehicle that has been let down by a recall record that reveals systemic quality-control gaps across both assembly and software development. Twelve NHTSA recalls — including three separate brake campaigns, two seat fastener campaigns, and a steering gear recall — is an unusual concentration of safety-critical issues for a luxury vehicle in this price range. The T6 Drive-E oil consumption class action is a reminder that Volvo's TSB system sometimes acknowledges defects that dealerships are nonetheless trained to minimize in the service bay.

For owners whose XC60 has performed flawlessly, none of this matters. But for the owner sitting in the dealer waiting room for the third time with a frozen Sensus screen or a brake warning light — on a car they paid $55,000 for — the gap between the brand promise and the ownership experience is real. California law was written precisely for that gap.

FAQ

Volvo XC60 lemon-law questions

Why does my Volvo XC60 Sensus screen keep freezing or going black?

The Sensus Connect infotainment system on 2018-2021 XC60 models is prone to freezing, going black, or becoming unresponsive during normal use. Volvo has released multiple SOTA (software-over-the-air) updates to address this defect, which is documented in TSB VTB2020-21(E). The freeze also disables the rearview camera display when the vehicle is in Reverse, which is a federal safety requirement. If your dealer has updated the software once and the screen is still freezing, ask them to perform a second update and document the ongoing issue on your repair order. Two or more repair attempts for the same Sensus defect — especially if the backup camera is affected — may support a lemon-law claim under California's Song-Beverly Act. Keep every repair order and take video of the frozen screen before your next dealer visit.

Is there a class action lawsuit about Volvo XC60 engine oil consumption?

Yes. The Vass et al. v. Volvo Cars of North America LLC class action (U.S. District Court, District of New Jersey, filed April 2021) alleges that Volvo's Drive-E 2.0L engines — including the T5 and T6 variants used in 2018-2020 XC60 models — contain defective piston rings that cause abnormal oil consumption. The suit alleges Volvo set its 'acceptable' oil consumption threshold so high that dealers could deny warranty repairs even when owners were adding several quarts of oil between service intervals. Volvo issued TSB VTB2019-47(E) acknowledging the issue and providing a measurement protocol. If your 2018-2020 XC60 T5 or T6 consumes more than a quart of oil every 2,000 miles, document each oil top-off with dates and mileage and ask your dealer to open a formal oil consumption test. Multiple failed dealer attempts to address oil consumption may support a separate California lemon-law claim independent of the class action.

My Volvo XC60 brakes suddenly on the highway by itself — what is causing this?

Uninstructed braking at highway speed on the XC60 is most commonly caused by the Pilot Assist system misidentifying a stationary or shadowed object as a forward collision target. Volvo documented this defect in TSB VTB2020-08(E) and released updates to the Active Safety Domain Master (ASDM) software for 2018-2021 models. If you are experiencing this with Pilot Assist or adaptive cruise control active, ask your dealer to update the ASDM software and confirm the update version on your repair order. Note that Recall 20V144 separately addresses AEB non-engagement (the opposite problem: AEB failing to brake when it should). Both defects are in the same ASDM software module. NHTSA complaint data for 2020 XC60 models shows multiple owners describing near-rear-end collisions caused by phantom braking. If Pilot Assist phantom braking has occurred more than once after a software update, document it and consult a lemon-law attorney.

How many recalls does the Volvo XC60 have and are they serious?

The 2018-2026 Volvo XC60 (ICE-Gas) has twelve NHTSA safety recalls. Several are serious. Three brake-system recalls cover separate failure modes: Recall 20V144 for AEB software preventing obstacle detection; Recall 21V716 for an improperly welded rotor in the brake hydraulic unit that may separate and cause loss of brake assist; and Recall 23V012 for BCM2 software disabling ABS, ESC, and traction control simultaneously. A 2023 steering gear recall (23V001) addresses double-assembled screws that can cause heavy or unresponsive steering. The model has also been subject to two separate seat fastener recalls (2019 and 2025). You can check your specific VIN at nhtsa.gov/recalls to confirm which campaigns apply to your vehicle and whether the remedy has been performed. If your XC60 experienced symptoms of any of these defects before the recall remedy was completed, those dealer visits may count toward a lemon-law repair attempt tally.

My Volvo XC60 transmission shudders at highway speed — is this a known problem?

Yes, transmission shudder on the 2018-2022 XC60 is a documented defect in the Aisin AWF8F35 8-speed automatic. The shudder typically occurs at 35-50 mph during light acceleration — the speed range where the torque converter clutch (TCC) locks up. Volvo issued TSB VTB2021-56(E) addressing the calibration error and recommending a transmission control module (TCM) software update. If the update alone does not resolve the shudder, a drain-and-fill of the automatic transmission fluid (ATF) with Aisin-approved fluid is the next step. Owners who continue to experience shudder after both software and fluid service may require valve body or torque converter replacement. NHTSA complaint data documents this pattern across 2018-2022 model years. If your XC60 has been to the dealer two or more times for transmission shudder without a lasting fix, contact a lemon-law attorney — repeated drivability impairment that the dealer cannot permanently resolve is a qualifying defect under California's Song-Beverly Act.

Can I file a California lemon law claim on my Volvo XC60 for repeated problems?

Yes, if your 2018-2026 XC60 was purchased or leased new in California and has had the same defect repaired two or more times under warranty without a lasting fix — or has spent 30 or more cumulative days out of service for warranty repairs — you may qualify under California's Song-Beverly Consumer Warranty Act. For XC60-specific defects, the brake system recalls (20V144, 21V716, 23V012), steering recall (23V001), and seat fastener recalls (19V220, 25V818) require only two attempts to trigger the lemon-law presumption because they involve potential death or serious injury. The Sensus infotainment freeze, T6 oil consumption, and transmission shudder typically require four or more dealer visits for the same issue. To build your case: keep every repair order from every visit, note dates and mileage of every drop-off and pick-up, take video of recurring symptoms, and ask your dealer to document your complaint in your words on each repair order. Margarian Law offers a free initial review of your repair history to evaluate whether your XC60 qualifies for a buyback, replacement, or cash resolution.
