The overview

What owners are dealing with

The Toyota Camry has spent decades being synonymous with reliability. The XV70 eighth-generation model (2018-2024) was the most dramatic redesign in the nameplate's modern history: a lower, wider stance on the new TNGA-K platform, a direct-injection 2.5L Dynamic Force four-cylinder or an available 3.5L V6, and the UA80E Direct-Shift 8-speed automatic. The early reviews were glowing. What the brochures did not mention was that the launch-year 2018 Camry arrived with four separate NHTSA recalls in its first twelve months of production: a fuel hose disconnection risk on V6 engines, an oversize piston defect requiring engine replacement on four-cylinder models, a brake booster vacuum pump machining flaw causing brake assist loss, and the beginning of the industry-wide fuel pump impeller crisis that would pull Toyota and Lexus vehicles into three separate recall campaigns. By the time the 2023-2024 models arrived, which brought wheel lug nut looseness and seat bracket weld failures, the Camry XV70's fourteen-recall record told a different story than the reliability halo most buyers expected. Beyond the formal recalls, Toyota's own Technical Service Bulletins reveal additional documented defects that never escalated to recall status: the A25A-FKS engine's acknowledged oil consumption problem (TSB T-SB-0047-19), the UA80E transmission's hesitation and harsh shifting corrected by calibration software (TSB T-SB-0139-19), and the Toyota Safety Sense 2.0 phantom braking pattern that triggered an NHTSA investigation and its own TSB remedy. California owners who returned their Camry to the dealer repeatedly for these issues, and were told the behavior was 'normal,' were often not wrong to be concerned. In many cases, their vehicles met the criteria for California's Song-Beverly Consumer Warranty Act.

Fuel Delivery Pipe / Hose Disconnection Risk — Recall 18V108 (2018 V6 Camry)Safety2018
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 18V108 addresses V6-equipped 2018 Camry vehicles where fuel delivery pipes may not be properly connected to engine-bay fuel hoses, creating a fuel leak and fire risk. If a California owner's vehicle was inspected and corrected under this recall but later experienced fuel system symptoms suggesting inadequate remedy, each subsequent repair attempt for the same fuel leak condition counts toward Song-Beverly's repair-attempt threshold. A fuel-related defect that requires multiple dealer visits to fully resolve is one of the stronger lemon-law fact patterns because of its safety consequence.

Typical fix

Toyota will notify owners, and dealers will inspect the fuel pipes for the correct installation, correcting them as necessary, free of charge. The recall is expected to begin March 30, 2018. Owners may contact Toyota customer service at 1-888-270-9371. Toyota's number for this recall is J0G.

Engine Internal Failure — A25A Piston Oversize / Engine Replacement — Recall 18V200 (2018)Drivability/Reliability2018
Symptoms

engine knocking; engine stalls; sudden loss of power; check engine light; engine failure recall

Why it matters for your claim

Recall 18V200 covers 2018 Camry with A25A-FKS 2.5L engines where pistons from an affected production period may have been machined oversize, causing the engine to stall. Toyota's remedy — engine assembly replacement if affected pistons are found — is a major powertrain repair. California owners whose vehicles required engine replacement under this recall should confirm the repair was completed and that no recurring stall or power-loss symptoms developed afterward. If symptoms continued after engine replacement, the repair-attempt clock under Song-Beverly continues to run.

Typical fix

Toyota will notify owners, and dealers will inspect the production date codes of the pistons and, if an engine contains a piston from the affected production period, the engine assembly will be replaced, free of charge. The recall is expected to begin May 25, 2018. Owners may contact Toyota customer

Brake Booster Vacuum Pump Oil Galley Defect / Brake Assist Loss — Recall 18V211 (2018)Safety2018
Symptoms

brake pedal problem; reduced braking; unexpected braking; brake warning light

Why it matters for your claim

Recall 18V211 covers a manufacturing defect in the brake booster vacuum pump rotor oil galley that can cause complete loss of brake assist. Loss of power braking at highway speed is a catastrophic-risk safety defect. If a 2018 Camry owner experienced reduced braking or a brake warning before or after the recall repair was performed, the underlying safety defect may not have been fully remedied. Under Song-Beverly, a safety defect that requires more than two repair attempts within the warranty period creates a rebuttable presumption of lemon-law eligibility.

Typical fix

Toyota will notify owners, and dealers will replace the brake booster vacuum pump, free of charge. The recall began on May 9, 2018. Owners may contact Toyota customer service at 1-888-270-9371, or Lexus customer service at 1-800-255-3987. Toyota's numbers for this recall are J0K/JLD.

Load Capacity Label Illegibility — GST Regional Recall 19V244 (2019)Functional2019
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 19V244 is a Gulf States Toyota (GST) regional recall covering load capacity label legibility on 2019 Camry vehicles sold through GST distributor territory. While a label defect alone carries low lemon-law weight, California owners who received repeated recall notices, had difficulty scheduling the label correction, or experienced multiple out-of-service periods associated with this recall alongside other open recalls may accumulate days under Song-Beverly's 30-day out-of-service provision across multiple concurrent recall campaigns.

Typical fix

GST will notify owners, and dealers will provide corrected load carrying capacity modification labels, free of charge. The recall began May 24, 2019. Owners may contact GST customer service at 1-800-444-1074. GST's number for this recall is 19R1.

Load Capacity Label Incorrect / Floor Mat — SET Regional Recall 19V503 (2018-2019)Functional2018-2019
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 19V503 is a Southeast Toyota Distributors (SET) regional recall for an incorrect load carrying capacity modification label on 2017-2019 Camry vehicles with factory-installed floor mats. As a label-only recall, this defect is minimally significant in isolation under Song-Beverly. However, California owners with 2018-2019 Camry vehicles that were subject to multiple simultaneous recalls (iss-03, iss-07, iss-09, and iss-05 concurrently) may have accumulated substantial out-of-service days awaiting parts across campaigns, supporting a cumulative 30-day claim.

Typical fix

SET will notify owners and provide a corrected label for placement over the inaccurate label, free of charge. The recall began August 23, 2019. Owners may contact Toyota customer service at 1-888-270-9371. SET's number for this recall is SET19A.

Occupant Classification System Miscalibration / Passenger Airbag Suppression — Recall 19V567 (2019)Safety2019
Symptoms

airbag warning light; passenger airbag may not deploy; SRS warning; occupant detection fault

Why it matters for your claim

Recall 19V567 covers 2019 Camry vehicles where the Occupant Classification System (OCS) was improperly calibrated, potentially suppressing front passenger airbag and knee airbag deployment in a crash. An airbag non-deployment defect is among the most serious safety defects addressable under Song-Beverly — failure to deploy in a crash can cause death or serious injury. If a 2019 Camry owner required multiple dealer visits for the OCS recalibration to 'take,' or if the airbag warning light returned after the recall repair, that repair pattern strongly supports a California lemon-law claim.

Typical fix

Toyota will notify owners, and dealers will recalibrate the OCS, free of charge. The recall began August 27, 2019. Owners may contact Toyota customer service at 1-888-270-9371. Toyota's number for this recall is K0M.

Low-Pressure Fuel Pump Failure — Recall 20V012 (First Wave, 2018-2019)Safety2018-2019
Symptoms

engine stalls while driving; vehicle will not start; loss of power; fuel pump recall

Why it matters for your claim

Recall 20V012 is the first NHTSA recall campaign for the low-pressure fuel pump failure pattern affecting 2018-2019 Camry (and many other Toyota/Lexus models). The defect — a porous impeller that degrades and causes stall or no-start — creates a safety risk of engine stall at highway speed. Toyota was unable to supply remedy parts to all affected owners before a broader second campaign (20V682) was issued. If a California owner's vehicle stalled or failed to start multiple times before the remedy was completed, each dealer visit for the stall or no-start condition is a qualifying repair attempt under Song-Beverly.

Typical fix

Toyota will notify owners, and dealers will replace the fuel pump, free of charge. The recall began May 4, 2020. Owners may contact Toyota customer service at 1-888-270-9371 or Lexus customer service at 1-800-255-3987. Toyota's numbers for this recall are 20TB02 and 20TA02 for Toyota vehicles and 20

Engine Block Porosity / Coolant Leak and Engine Replacement — Recall 20V064 (2020)Drivability/Reliability2020
Symptoms

engine knocking; engine stalls; sudden loss of power; check engine light; engine failure recall

Why it matters for your claim

Recall 20V064 covers 2020 Camry with A25A-FKS 2.5L engines where casting porosity may cause the engine block to crack, leading to coolant leakage and ultimately engine failure. Toyota's remedy is full engine replacement — the most invasive warranty repair possible. A California Camry owner who experienced overheating, coolant loss, or engine failure attributable to this defect before the recall remedy was applied has strong Song-Beverly grounds, particularly if the vehicle was out of service for extended periods while Toyota sourced replacement engines during the supply-constrained 2020-2021 period.

Typical fix

Toyota will notify owners, and dealers will inspect and replace the engine including the engine block, as necessary, free of charge. The recall began April 3, 2020. Owners may contact Toyota customer service at 1-888-270-9371 or Lexus at 1-800-255-3987. Toyota's number for this recall is 20TA04. Lex

Low-Pressure Fuel Pump Failure — Recall 20V682 (Second Wave, 2018-2020)Safety2018-2020
Symptoms

engine stalls while driving; vehicle will not start; loss of power; fuel pump recall

Why it matters for your claim

Recall 20V682 is the second and largest fuel pump recall campaign for the XV70 Camry, covering 2018-2020 model years and expanding the affected population from the earlier 20V012 campaign. The impeller degradation causing fuel pump failure can trigger engine stall without warning at speed, a safety defect under any standard. California owners who owned affected Camry vehicles through both the 20V012 and 20V682 campaigns — particularly those who experienced stalls or were without a remedy vehicle for extended periods while Toyota sourced parts — may have strong cumulative out-of-service claims.

Typical fix

Toyota will notify owners, and dealers will replace the fuel pump assembly with an improved one, free of charge. Owners of specific models were notified that remedy parts were available starting January 21, 2021. Owners of other models will be notified as remedy parts become available. Remedy parts

Brake Booster Vacuum Pump Vane Cap Fracture / Sudden Brake Assist Loss — Recall 21V890 (2018-2019)Safety2018-2019
Symptoms

brake pedal problem; reduced braking; unexpected braking; brake warning light

Why it matters for your claim

Recall 21V890 is a distinct brake vacuum pump defect from Recall 18V211: here the vane cap inside the vacuum pump can fracture, causing complete loss of braking assist. Toyota issued this 2021 campaign for the same 2018-2019 Camry model years as 18V211, meaning some owners faced multiple brake system recall remedies on the same vehicle. An owner with documented brake-related dealer visits under 18V211 and later 21V890 has a powerful Song-Beverly narrative: two separate OEM-acknowledged brake defects on a vehicle still within the warranty period, each requiring repair.

Typical fix

Dealers will repair or replace the vacuum pump, as necessary, free of charge. Owner notification letters were mailed May 16, 2022. Owners may contact Toyota customer service at 1-800-331-4331.

Wheel Lug Nut Looseness / Wheel Detachment Risk — Recall 23V432 (2023)Safety2023
Symptoms

warning light; recall notice; repeated dealer repair

Why it matters for your claim

Recall 23V432 covers 2023 Camry and Camry Hybrid vehicles where lug nuts may be loose at the factory, creating a wheel detachment risk. Toyota advised owners not to drive their vehicles until the recall was performed — a stop-drive order. A California owner of a 2023 Camry subject to a stop-drive order who was unable to use the vehicle while awaiting dealer availability should count those days toward the 30-day out-of-service threshold under Song-Beverly. Wheel detachment is also a safety defect that, if the lug nut inspection and tightening did not resolve looseness permanently, could support additional repair-attempt claims.

Typical fix

Owners are advised not to drive their vehicles until the repair has been performed. Dealers will inspect and tighten the lug nuts, and replace any damaged components, free of charge. Owner notification letters are expected to be mailed on or before August 14, 2023. Owners may contact Toyota's custom

Occupant Classification System Seat Sensor Failure / Passenger Airbag Non-Deployment — Recall 23V865 (2020-2022)Safety2020-2022
Symptoms

airbag warning light; passenger airbag may not deploy; SRS warning; occupant detection fault

Why it matters for your claim

Recall 23V865 covers 2020-2022 Camry (among other Toyota/Lexus models) where the OCS seat sensor may fail, suppressing front passenger airbag deployment in a crash. Unlike iss-06 (19V567, a calibration issue), this is a hardware sensor failure. The remedy required sensor replacement — a physical repair. Letters were being mailed in phases through January 2026, meaning many California owners may have been driving with an unresolved airbag non-deployment defect for extended periods. Owners whose remedy was delayed by parts availability have accumulated out-of-service claims; those who experienced airbag warning lights after the sensor replacement have additional repair-attempt grounds under Song-Beverly.

Typical fix

Dealers will inspect and replace the sensor as necessary, free of charge. Interim letters notifying owners of the safety risk were mailed in February 2024. Some final remedy owner letters were mailed October 31, 2024. Letters will continue to be mailed in phases through January 2026. Owners may cont

Rear Seat Head Restraint Bracket Insufficient Weld / Seat-Back Collapse Risk — Recall 24V128 (2023-2024)Safety2023-2024
Symptoms

driver seat cushion loose; seat fastener recall; seat may not stay secured

Why it matters for your claim

Recall 24V128 covers 2023-2024 Camry where second-row seat head restraint brackets may have been insufficiently welded, causing potential seat-back collapse in a crash — a serious injury risk for rear passengers. The remedy is full seat-back frame sub-assembly replacement. California owners of 2023-2024 Camry who had vehicles out of service for this seat replacement — which requires significant labor — should count those days toward the 30-day threshold. If the seat-back rattle, looseness, or fold-forward symptoms persisted after the frame replacement, each subsequent visit for the same condition is a qualifying repair attempt.

Typical fix

Dealers will replace the 60% rear seat-back frame sub-assembly, free of charge. Owner notification letters were mailed April 19, 2024. Owners may contact Toyota customer service at 1-800-331-4331. Toyota's numbers for this recall are 24TB04 and 24TA04.

Low-Pressure Fuel Pump Failure — Recall 25V028 (Third Wave, 2018 Camry)Safety2018
Symptoms

engine stalls while driving; vehicle will not start; loss of power; fuel pump recall

Why it matters for your claim

Recall 25V028 is the third distinct NHTSA fuel pump campaign specifically affecting 2018 Camry, issued in early 2025. Some 2018 Camry owners may have had their fuel pump replaced under 20V012 and/or 20V682 and now face a third campaign for the same vehicle. The existence of three separate fuel pump recalls on a single model year is a powerful fact pattern under Song-Beverly: if an owner experienced fuel pump-related stalls, no-start events, or dealer visits across multiple campaigns, the cumulative repair history — including days waiting for parts under each campaign — is directly relevant to both the repair-attempt and out-of-service prongs of the California lemon law.

Typical fix

Dealers will replace the fuel pump assembly, free of charge. Owner notification letters were mailed March 12, 2025. Owners may contact Toyota's customer service at 1-800-331-4331. Toyota's numbers for this recall are 25TA01 and 25LA01.

A25A-FKS 2.5L Dynamic Force Engine Excessive Oil ConsumptionDrivability/Reliability2018-2024
Symptoms

oil level low at scheduled change interval; oil warning light illuminates between changes; burning oil smell from exhaust; blue-tinged exhaust smoke at startup; engine consuming 1 or more quarts per 1,000-1,500 miles; dealer states consumption is 'within spec'

Why it matters for your claim

Under California's Song-Beverly Act, a vehicle returned or out of service four or more times for the same powertrain defect — or 30+ cumulative days out of service — may qualify for repurchase. A confirmed TSB establishes that Toyota acknowledges the oil consumption defect; repeated piston replacements or oil consumption test failures that fail to resolve the condition within the warranty period strengthen a lemon-law claim substantially. The A25A-FKS oil consumption issue also carries a California emissions warranty hook: accelerated catalytic converter wear caused by burning oil may bring the vehicle under the 8-year/80,000-mile emissions warranty.

Typical fix

Toyota TSB T-SB-0047-19: conduct monitored oil consumption test over two 1,200-mile intervals. If consumption exceeds approximately 1 quart per 1,200 miles, replace piston assembly under powertrain warranty. California emissions warranty (8 yr/80k mi) may extend coverage if oil consumption accelerates catalytic converter degradation. Repeated unsuccessful piston replacements that fail to resolve the issue have been reported by affected owners.

UA80E Direct-Shift 8-Speed Transmission Hesitation and Harsh ShiftingDrivability/Reliability2018-2021
Symptoms

hesitation or surge pulling away from a stop; jerk or lurch at low-speed acceleration; harsh downshift at highway deceleration; transmission shudder between 1st and 2nd gear; feels like being rear-ended on deceleration; dealer says behavior is 'normal'; software update applied but symptom returns

Why it matters for your claim

Toyota's TSB T-SB-0139-19 is a written acknowledgment that the Direct-Shift UA80E calibration was deficient at launch. If an owner returns the vehicle multiple times for transmission hesitation or harsh shifts and the software update fails to resolve the concern, each return visit starts the repair-attempt clock under Song-Beverly. Dealers who dismiss the symptom as 'normal' or 'characteristic of the design' after an acknowledged TSB exists are engaged in the kind of denial pattern that courts have found relevant in California lemon-law litigation.

Typical fix

ECM/TCM software update per TSB T-SB-0139-19 (2018-2019 Camry). Toyota released updated calibration via TIS. Some owners report the update reduces but does not fully eliminate the hesitation sensation. Persistent cases after multiple software updates may qualify for valve body inspection or torque converter replacement under powertrain warranty.

2GR-FKS 3.5L V6 Oil Pressure Loss and Piston Ring WearSafety2018-2021
Symptoms

oil pressure warning light at highway speed; engine knocking at cold start; excessive oil consumption on V6; engine shut down while driving; oil pump failure; metal particles found in oil; engine replacement required; check engine light with oil pressure codes

Why it matters for your claim

An engine that requires oil pump replacement or engine replacement within the powertrain warranty period is a significant defect under Song-Beverly. Because Toyota has not issued a TSB for the 2GR-FKS V6 oil pressure issue in the XV70 Camry, affected owners face a higher burden to establish the defect pattern; however, a single engine replacement plus recurring oil pressure warnings that prevent safe highway operation can independently support a substantial impairment claim under California law.

Typical fix

No current TSB or recall remedy for 2GR-FKS oil pump or piston ring failure in XV70 Camry. Dealer repairs have included oil pump replacement, piston assembly replacement, or full engine replacement under powertrain warranty. Document all oil-related repair orders carefully.

Entune 3.0 / Toyota Audio Multimedia Infotainment Freeze and Bluetooth FailureFunctional2018-2022
Symptoms

touchscreen freezes or goes black while driving; backup camera fails during screen freeze; navigation app crashes or becomes unresponsive; Bluetooth audio drops every few minutes; phone calls disconnect without driver action; Apple CarPlay or Android Auto disconnects; system requires multiple minutes to reboot; problem returns after dealer software update

Why it matters for your claim

While infotainment issues are typically Functional-severity under Song-Beverly, a screen freeze that simultaneously disables the backup camera — a federally mandated safety feature — elevates the legal weight of the defect. If the backup camera is unavailable due to the infotainment freeze on a substantial number of repair attempts, the safety dimension of the claim strengthens considerably. Three or more dealer visits for the same freeze/camera-outage pattern, or 30+ cumulative days out of service waiting for parts or diagnosis, can independently satisfy Song-Beverly criteria.

Typical fix

Dealer applies latest Entune 3.0 / Toyota Audio Multimedia firmware via Toyota TIS at no charge. Persistent freeze after multiple software updates may warrant head-unit hardware replacement under warranty. 2023+ Camry models on the revised Toyota Multimedia platform have significantly lower complaint rates.

Toyota Safety Sense 2.0 Pre-Collision System Phantom BrakingSafety2018-2022
Symptoms

vehicle brakes suddenly for no apparent reason at highway speed; emergency brake activates on overpass or near overhead sign; PCS warning sounds without obstacle; near-miss accident caused by unexpected braking; happens repeatedly in same locations; dealer applies software update but event recurs; TSS pre-collision light flashes without forward obstacle

Why it matters for your claim

Unexpected emergency braking at highway speed creates a substantial risk of rear-end collision and constitutes a safety defect affecting vehicle use and roadworthiness. Toyota's TSB T-SB-0056-22 is written acknowledgment that the defect exists and requires repair. If a California owner returns the vehicle two or more times for phantom braking and the TSB update fails to resolve it, the vehicle may meet the Song-Beverly repair-attempt threshold for a safety defect. The federal investigation PE18007 further supports that this is a systemic, manufacturer-acknowledged issue rather than a driver complaint.

Typical fix

Apply TSB T-SB-0056-22 ADAS software update via Toyota TIS. Updated calibration raises the discrimination threshold for stationary overhead objects. Toyota notes this does not guarantee elimination of all false-positive activations. Affected owners who experience phantom braking after the update should document each event with date, location, and speed.

Windshield HUD Glare and Forward-Vision ReflectionCosmetic/Annoyance2018-2021
Symptoms

dashboard reflects as a ghost image on the windshield lower zone; head-up display appears blurry or doubled; forward vision obstructed by reflected instrument panel in bright sunlight; HUD image washes out in afternoon sun; driver cannot see the road clearly through the lower windshield section

Why it matters for your claim

Windshield reflection that materially impairs forward vision may qualify as a safety defect rather than a mere cosmetic annoyance, depending on severity and documentation. Because Toyota has not issued a TSB, affected owners would need to establish that the condition substantially impairs the vehicle's use or safety under Song-Beverly's 'substantially impaired' standard — a higher bar without OEM acknowledgment, but not impossible if the reflection prevents safe daytime driving.

Typical fix

No Toyota-issued remedy. Owner mitigations include matte-finish dashboard overlays, polarized sunglasses, or adjusting HUD brightness. Dealer typically cannot repair this condition.

Panoramic Sunroof Rattle and Drain Tube Clog / Interior Water LeakFunctional2018-2022
Symptoms

loud rattling or ticking from sunroof over bumps or rough roads; water dripping inside cabin from headliner after rain; wet carpet or rear seat floor after rain; musty smell inside vehicle; sunroof glass feels loose or vibrates at highway speed; dealer clears drain tubes but leak returns

Why it matters for your claim

Interior water intrusion that causes repeat dealer visits for the same drain-clog or rattle condition can count toward Song-Beverly's repair-attempt threshold if documented consistently. California's lemon law does not require that the defect be safety-related — a functional defect like persistent interior flooding that substantially impairs use or value qualifies. Three or more return visits for the same leak with no durable fix is a strong Song-Beverly pattern.

Typical fix

Dealer clears drain tubes using compressed air or a drain-clearing tool. Sunroof rattle may require reseating or replacing the sunroof sealing track and glass supports. Persistent water intrusion may require headliner removal to address blocked drain routing. No Toyota TSB remedy current as of Jun 29, 2026.

Power Trunk Lid Intermittent Failure to Open or CloseFunctional2018-2022
Symptoms

power trunk will not open from key fob; trunk button on dashboard unresponsive; trunk opens partially and stops; power trunk will not close and must be pushed down manually; trunk motor makes grinding noise; problem occurs intermittently in cold and warm weather; dealer replaces motor but issue returns

Why it matters for your claim

A recurring power trunk failure that returns after actuator replacement demonstrates the kind of persistent, unresolved defect that Song-Beverly contemplates. While the severity is Functional rather than Safety, repeated return visits for the same electrical failure — particularly if the vehicle is left out of service awaiting parts — accumulate against the 30-day out-of-service threshold under California lemon law. Owners should retain every repair order noting the trunk actuation failure.

Typical fix

Dealer typically replaces the trunk lid actuator motor under warranty. Recurrence after replacement has been reported by some owners, suggesting the actuator design may have an underlying durability issue. No Toyota TSB remedy current as of Jun 29, 2026.

Your rights in California

The Song-Beverly Act protects you

California's Song-Beverly Consumer Warranty Act — commonly called the California lemon law — provides some of the strongest consumer protections in the nation for new vehicle buyers. Here is what the law means specifically for Toyota Camry XV70 owners:

THE REBUTTABLE PRESUMPTION. If your Camry has been returned to a Toyota dealer four or more times for the same defect (such as a recurring fuel pump stall, phantom braking event, or oil consumption condition) — or has been out of service for 30 or more calendar days cumulatively waiting for repairs — California law presumes the vehicle is a lemon. Toyota then bears the burden of proving the vehicle is not defective.

WHAT QUALIFIES. The defect must 'substantially impair the use, value, or safety' of the vehicle. Given the Camry XV70's documented recall record, multiple defects clearly meet this standard: fuel pump failure causing highway stall is a use and safety impairment; phantom emergency braking creating rear-end collision risk is a safety impairment; engine replacement under the 2020 porosity recall is a use impairment during the out-of-service period. Even the infotainment freeze — if it simultaneously disables the federally-mandated backup camera — may qualify as a safety impairment.

YOUR REMEDY. If your Camry qualifies, Toyota must offer you either (a) a full repurchase of the vehicle — reimbursing your down payment, all monthly payments, registration fees, and incidental costs — minus a usage fee for miles driven before the first repair attempt; or (b) a comparable replacement vehicle. Toyota must also pay your attorney's fees if you prevail. This means pursuing a lemon-law claim against Toyota carries no out-of-pocket cost risk for the consumer under California law.

THE STATUTE OF LIMITATIONS. California lemon-law claims must generally be filed within four years of when you knew or should have known the vehicle could not be repaired. Do not wait. If your Camry is out of warranty now but had recurring problems during the warranty period, you may still have a viable claim. Margarian Law offers a free case review to help you evaluate your situation.

Do this

If the dealer says they can't duplicate it

“Could not duplicate” doesn't mean the defect isn't real. Here's exactly what to do to protect a potential California lemon-law claim.

  1. 1

Document the moment it happens. Photos, video, and screenshots of any warning lights — with the date and the mileage.

  2. 2

Get a repair order every visit — even “found nothing.” That paperwork is the foundation of a claim.

  3. 3

Check your VIN at nhtsa.gov/recalls. Note any recall that has no available remedy yet.

  4. 4

Track your out-of-service days. California law counts the cumulative days your vehicle spends in the shop.

  5. 5

Keep loaner & rental records. Alternate-transport paperwork during long repairs matters.

  6. 6

Save everything in one place. Symptoms, dates, repair orders, and every repeat visit — the intermittent ones especially.

For your Toyota Camry specifically

The Toyota Camry's documented defects — particularly fuel pump stalls, phantom braking, and transmission hesitation — are notoriously intermittent. Here is what to do when the dealer says they could not reproduce your complaint:

1. DOCUMENT EVERY EVENT. For phantom braking or transmission events, note the exact date, time, location (street name, highway, near an overpass), speed, and weather. For stall or no-start events, photograph the odometer and fuel gauge at the moment. A pattern of events near the same overpass or under the same conditions is powerful evidence that the TSB-acknowledged defect is present in your vehicle.

2. REQUEST NHTSA COMPLAINT REVIEW. Before your dealer visit, search NHTSA.gov for your vehicle's complaint records and print the relevant ODI complaint summaries for your VIN's model year. When the dealer says 'we can't find anything wrong,' hand them the NHTSA complaint printout for your specific model year and ask them to document in the repair order that they reviewed the complaint patterns and found no fault. This creates a paper record.

3. ASK FOR THE TSB BY NUMBER. For phantom braking, ask specifically whether T-SB-0056-22 has been applied to your vehicle and request the software version level from the repair order. For transmission hesitation, ask for T-SB-0139-19 application and ECM/TCM version confirmation. Dealers cannot apply a 'not found' notation for a TSB they have not checked.

4. REQUEST A TECHNICAL SPECIALIST VISIT. If the service advisor cannot reproduce the defect, ask in writing that a Toyota Technical Specialist or Field Service Engineer be assigned to the next inspection. This is standard Toyota policy for chronic complaints and is a request dealers must document.

5. REFUSE INCOMPLETE REPAIR ORDERS. When you pick up your vehicle, read the repair order before signing. It must describe the symptom you reported, even if the technician could not replicate it. 'Customer states vehicle stalls occasionally — unable to duplicate' is an acceptable notation. 'Vehicle inspected, no problem found' without documenting your complaint is an incomplete record. Ask to have it corrected before you leave.

6. COUNT YOUR VISITS. California's Song-Beverly Act creates a rebuttable presumption of lemon-law eligibility after four or more repair attempts for the same defect, or after the vehicle has been out of service for 30 or more calendar days (cumulatively, across any repair visits) during the warranty period. Keep your own log and request a copy of every repair order, including warranty claims and 'no fault found' visits.

Our take

The Toyota Camry XV70's recall record is not what buyers of 'Japan's most reliable midsize sedan' signed up for. Fourteen NHTSA recalls — three targeting the fuel pump alone, two for the brake system, two for airbag occupant detection — on a vehicle sold as the benchmark of reliability represents a manufacturing execution failure on the platform's debut generation. The TSB-layer issues compound the picture: an oil-consuming 2.5L engine, a transmission that jerted and hesitated from day one, and a safety-assist system that applied emergency braking near highway overpasses.

To be clear: the XV70 Camry is still, statistically, one of the more reliable vehicles in its segment over its full lifetime. Most owners have not experienced all or even most of these issues. But the owners who did — particularly those who bought 2018 or 2019 models and faced back-to-back fuel pump campaigns, brake recalls, and a dealer who dismissed their hesitation complaints as 'normal' — deserve to know that California law was written precisely for their situation.

FAQ

Toyota Camry lemon-law questions

Why does my 2018-2019 Toyota Camry use or burn too much engine oil?

The 2018-2019 Camry with the A25A-FKS 2.5L Dynamic Force four-cylinder engine has a documented oil consumption issue addressed by Toyota Technical Service Bulletin T-SB-0047-19. The bulletin explains that the engine's low-tension piston rings — designed to reduce internal friction — can fail to fully seat during the break-in period, allowing oil to enter the combustion chamber and burn off. Symptoms include oil levels dropping below the full mark well before the next scheduled change, an oil warning light between services, or a faint burning oil smell. If your dealer confirms consumption exceeds roughly one quart per 1,200 miles, Toyota's TSB directs them to replace the piston assembly under the powertrain warranty. If the replacement does not resolve the consumption, or if you have been to the dealer three or more times for the same issue, California's Song-Beverly Act may entitle you to a vehicle repurchase or replacement.

Is there a recall on the 2018-2020 Toyota Camry fuel pump?

Yes — and unusually, there are three separate NHTSA recall campaigns for the low-pressure fuel pump on the 2018-2020 Camry. NHTSA Recall 20V012 (issued May 2020) and 20V682 (issued October 2020) both address the same porous plastic fuel pump impeller that degrades and can cause engine stall or no-start. A third campaign, 25V028 (issued early 2025), specifically targeted remaining 2018 Camry vehicles not yet remedied. The fuel pump stall can occur without warning at highway speed, creating a serious safety risk. If your 2018-2020 Camry has stalled unexpectedly, failed to start, or experienced loss of power, check your VIN at NHTSA.gov to confirm recall status. If your vehicle was subject to multiple campaigns and you experienced stalls before or between remedy appointments, you may have grounds for a California lemon-law claim based on accumulated out-of-service days or repeat repair attempts.

Why does my Toyota Camry brake suddenly for no reason on the highway?

Unexpected emergency braking in the absence of an obstacle ahead is a documented defect on 2018-2022 Camry vehicles equipped with Toyota Safety Sense 2.0 (TSS-2.0). The Pre-Collision System's millimeter-wave radar can misidentify stationary overhead metallic structures — highway overpasses, exit sign gantries, metal bridges — as forward obstacles and apply full emergency braking at speed. Toyota acknowledged the condition in Technical Service Bulletin T-SB-0056-22 and provided updated ADAS calibration software to reduce false-positive rates. If your dealer has applied the TSB software update and phantom braking events continue, document each incident with date, location, speed, and conditions, and report the event to NHTSA at NHTSA.gov. Two or more phantom braking events that create rear-end collision risk — particularly after a TSB repair attempt — may satisfy Song-Beverly's repair-attempt threshold for a safety defect under California lemon law.

My 2018 or 2019 Toyota Camry hesitates or jerks when pulling away from a stop — is this a defect?

Yes. The 2018-2019 Camry's UA80E Direct-Shift 8-speed automatic transmission has a documented calibration issue covered by Toyota Technical Service Bulletin T-SB-0139-19. The transmission's unique Direct-Shift design launches the vehicle in true first-gear direct-drive (with the torque converter clutch already locked), unlike conventional automatics that rely on converter slip for smooth off-the-line feel. Early production ECM and TCM software was insufficiently refined for this mechanism, producing hesitation, surge, or a jerk sensation on gentle acceleration from a stop. Toyota's remedy is an ECM/TCM software calibration update applied by the dealer at no charge. If your dealer has applied the update and the hesitation or harsh shift behavior persists, request documentation in the repair order and return for another evaluation. California law counts each return visit for the same defect toward the four-visit threshold under Song-Beverly.

Does the 2020-2022 Toyota Camry have an airbag recall?

Yes. NHTSA Recall 23V865 covers 2020-2022 Camry (and Camry Hybrid) vehicles where the Occupant Classification System (OCS) seat sensor may fail, preventing the front passenger airbag from deploying correctly in a crash. Toyota mailed interim safety-risk notifications in February 2024, with remedy letters continuing through phases into January 2026. If you own a 2020-2022 Camry and have not yet received your remedy appointment, check your VIN at NHTSA.gov or call Toyota at 1-800-331-4331. Separately, 2019 Camry owners should check for Recall 19V567, which addressed an occupant classification miscalibration that also suppressed airbag deployment. An SRS or airbag warning light that illuminated after a recall repair was performed may indicate the remedy was incomplete — return the vehicle immediately and document the visit as a repair attempt for the same safety defect.

Can I get a refund or buyback if my Toyota Camry has been repaired multiple times for the same problem?

Under California's Song-Beverly Consumer Warranty Act, you may be entitled to a full vehicle repurchase or a comparable replacement if your Camry has been returned to a Toyota dealer four or more times for the same defect, or if the vehicle has been out of service for 30 or more cumulative calendar days for warranty repairs, during the warranty period. Given the Camry XV70's documented history — three fuel pump campaigns, two brake system recalls, two airbag recalls, and multiple TSB-based defects — some owners have accumulated qualifying repair histories without realizing it. A repurchase under Song-Beverly would reimburse your down payment, all loan or lease payments made, registration and taxes, and related expenses, minus only a usage fee for miles driven before your first repair attempt. Toyota must also pay your attorney's fees if you prevail, meaning most California lemon-law cases are pursued at no out-of-pocket cost to the consumer. Margarian Law offers a free case review. Gather all your repair orders and recall completion notices before calling.
